Official Parade Rules and Participation Requirements

Parade Date: Saturday, December 12, 2026
Location: Historic Downtown McKinney, Texas

Please read all rules carefully. Failure to comply with these rules may result in disqualification, removal from the parade lineup, removal from the parade route, or forfeiture of participation privileges without refund.

GENERAL SAFETY

1. NOTHING MAY BE THROWN

For the safety of spectators, participants may not throw, toss, launch, drop, hand out, or distribute any items from floats, vehicles, or while walking along the parade route.

This includes but is not limited to:

  • Candy
  • Toys
  • Flyers
  • Coupons
  • Promotional items
  • Beads
  • Confetti
  • Samples
  • Giveaways

2. PARADE MUST KEEP MOVING

All entries must maintain a continuous forward movement throughout the parade route.

Stopping for performances, demonstrations, dances, photo opportunities, or other activities is prohibited unless directed by parade officials or public safety personnel.

3. PARADE PACE

Walking groups must be capable of maintaining the parade pace established by parade officials.

Entries creating excessive gaps may be repositioned or removed from the parade.

4. RE-ENTRY PROHIBITED

Once an entry has completed the parade route, it may not re-enter the parade lineup or route.

THEME AND APPEARANCE

5. OFFICIAL 2026 THEME

Travel the World

Participants are encouraged to creatively represent countries, cultures, destinations, landmarks, traditions, holidays, and celebrations from around the world while maintaining a festive holiday atmosphere.

6. FAMILY-FRIENDLY CONTENT

All entries must be suitable for a family audience.

The Parade Committee reserves the right to reject or remove any entry containing:

  • Hate speech
  • Profanity
  • Offensive content
  • Graphic or frightening imagery
  • Inappropriate costumes or displays
  • Content inconsistent with the family-oriented nature of the event

All decisions of the Parade Committee are final.

7. SANTA CLAUS

Only the official Rotary Parade Santa Claus may appear as Santa in the parade.

Participants are encouraged to use elves, toy makers, reindeer, snowmen, international holiday characters, or other seasonal figures.

FLOAT REQUIREMENTS

8. HEIGHT RESTRICTION

No parade entry may exceed 12 feet in height.

9. FLOAT CONSTRUCTION

All decorations, lighting, signs, props, structures, and attachments must be securely fastened and safely constructed.

10. LIGHTING REQUIREMENT

The Parade of Lights is a nighttime illuminated parade.

All floats, vehicles, and entries are expected to incorporate decorative lighting.

Entries lacking sufficient illumination may not be eligible for judging awards.

11. MANDATORY FLOAT WALKERS

All floats and trailers carrying participants must provide designated safety walkers.

Safety walkers must:

  • Be at least 18 years old
  • Wear reflective vests and the 2026 Parade of Lights Official Sweater
  • Remain alongside the float throughout the parade route
  • Monitor spectators near wheels and moving equipment
  • Follow directions from parade officials and public safety personnel

Minimum Walker Requirements

  • Floats up to 15 feet: Minimum 2 walkers (one on each side)
  • Floats 15–25 feet: Minimum 4 walkers (two on each side)
  • Floats over 25 feet: Additional walkers may be required 

The Parade Committee may require additional walkers when deemed necessary.

Entries arriving without the required walkers may be removed from the lineup or disqualified from judging.

12. PASSENGER SAFETY

All riders must remain on the float while the parade is moving.

No climbing, standing on railings, jumping on or off, or unsafe behavior is permitted.

Floats carrying riders should provide handrails, seating, or other safety features whenever possible.

VEHICLE REQUIREMENTS

13. STREET-LEGAL VEHICLES ONLY

All motorized vehicles must be street legal and operated by licensed drivers.

14. REQUIRED VEHICLE DOCUMENTATION

All vehicles must have:

  • Current registration
  • Valid insurance
  • Valid driver's license
  • License plates displayed

15. FUEL

Participants are encouraged to arrive with a full tank of fuel.

16. MOTORCYCLES

Motorcycles are not permitted due to safety and noise concerns unless specifically approved by the Parade Committee.

17. GENERATORS

Entries using generators must carry a fully operational fire extinguisher.

ANIMALS

18. HORSES

Horses are prohibited except for approved law enforcement mounted units or parade-approved equestrian groups.

POLITICAL PARTICIPATION

19. ELECTED OFFICIALS

Current elected officials are welcome to participate.

Only the participant's name and elected office/title may be displayed.

No campaign slogans, election messaging, fundraising, candidate advocacy, or political party messaging will be permitted.

FIRE SAFETY

20. FIRE EXTINGUISHERS

Entries containing:

  • Generators
  • Hay
  • Straw
  • Paper decorations
  • Open electrical systems

must have at least one visible and serviceable fire extinguisher.

21. PROHIBITED ITEMS

The following are prohibited:

  • Fireworks
  • Pyrotechnics
  • Open flames
  • Smoke-producing devices without approval
  • Flammable liquids
  • Hazardous materials

22. SMOKING

Smoking and vaping are prohibited on floats, trailers, and within the staging area.

ALCOHOL AND DRUGS

23. ALCOHOL

Alcohol is prohibited in the staging area and on the parade route.

24. IMPAIRMENT

Participants appearing impaired by alcohol or drugs may be removed from the event.

STAGING AREA AND CHECK-IN

25. STAGING LOCATION

Finch Park, McKinney, Texas

Participants should enter Finch Park through the designated entrance provided in parade instructions.

26. CHECK-IN 

All entries must arrive during their assigned arrival window.

Late arrivals may be moved to the end of the lineup or denied participation.

27. ENTRY NUMBER

Each entry will receive a lineup number, which must be displayed as directed by parade officials.

28. APPROVAL REQUIRED

All entries are subject to final inspection and approval by Parade Committee members before entering the lineup.

29. PARKING

Only parade vehicles and approved support vehicles will be allowed within the staging area.

All other vehicles must park in designated public parking areas.

30. NO RESERVED STREET PARKING

Participants may not block, reserve, or occupy public streets for staging purposes prior to their assigned arrival time.

COMMUNICATION

31. CELL PHONE CONTACT

Each parade entry must provide a primary contact person and a working cell phone number.

The contact person must remain reachable throughout parade operations.

CHILD SAFETY

32. MINOR PARTICIPANTS

Children under the age of 16 must be supervised by an adult representative of the participating organization at all times.

SOUND SYSTEMS

33. MUSIC AND SOUND

Music and sound systems are permitted provided they are family-friendly and maintained at a reasonable volume.

Parade officials reserve the right to require volume adjustments.

DRONES

34. DRONES

No drones may be launched, operated, or landed by participants without prior written approval from the Parade Committee and any required governmental authorization.

EMERGENCY PROCEDURES

35. EMERGENCY VEHICLES

Participants must immediately comply with directions from police, fire, EMS, or parade officials in the event of an emergency.

Emergency access routes must remain clear at all times.

WEATHER POLICY

36. WEATHER

The parade will proceed rain or shine unless conditions are deemed unsafe by the Rotary Club of McKinney, City of McKinney officials, or public safety agencies.

No refunds will be issued due to weather-related cancellations or modifications.

JUDGING

37. READY FOR JUDGING

Entries participating in judging must be fully decorated, assembled, illuminated, and ready for judging no later than 4:30 PM.

38. JUDGING DECISIONS

All judging decisions are final.

39. AWARD CATEGORIES

Awards may be presented in categories determined by the Parade Committee, including:

  • Grand Prize Winner
  • Best Theme Interpretation
  • Best Use of Lights
  • Best Community Organization
  • Best School Entry
  • Best Business Entry
  • Judges' Choice Award

The Parade Committee reserves the right to modify categories based on participation levels.

MEDIA RELEASE

40. PHOTOGRAPHY AND VIDEO

By participating in the parade, entrants grant permission for photographs and video footage of their entry to be used by the Rotary Club of McKinney, sponsors, media outlets, and promotional partners.

REFUND POLICY

41. NO REFUNDS

All registration fees are non-refundable.

LIABILITY

42. PARTICIPATION AT YOUR OWN RISK

Participation in the Parade of Lights is voluntary.

Entrants assume responsibility for their participants, vehicles, equipment, and property.

The Rotary Club of McKinney, the City of McKinney, sponsors, volunteers, and affiliated organizations shall not be liable for injuries, damages, losses, or claims arising from participation in the event.

FINAL AUTHORITY

43. PARADE COMMITTEE AUTHORITY

The Rotary Club of McKinney Parade Committee reserves the right to:

  • Refuse any application
  • Remove any entry from the parade
  • Modify rules when necessary for safety or operational reasons
  • Make final decisions regarding participation and eligibility

All Parade Committee decisions are final.
